The hypothesis of this study is that the Local Government act in Sweden 1862 was an instrument for the state to keep its´ political influence on the local level. It did not open for local self-government. The swedish historians Dahlkvist and Strandberg description of the Swedish Local Government act support this hypothesis, as does the analysis of political scientists Pettersson and Söderlind. The general opinion that the Local Government act opened for local self-government does still exist among many swedish historians.This study had two aims. The first was to investigate the actual extent of self-government in Borgvik, a small municipality in Sweden during the period 1861-1924.

Background: From the beginning of the 60´s until the beginning of the 80´s the swedish Local Government has expand enourmously. The expansion didn´t lead to any discussions about how the Local Government should be controlled or organized. The Local Government should instead be organized and controlled as administrations. Lately it has became more usual to have these discussions about how Local Government should be controlled and organized. Nowadys it´s not unusual that Local Governments imitate private companies.

This thesis concerns how Local Governments use the concept sustainable development, and what the concept means. The concept of Agenda 21 and local Agenda 21 will also be discussed in this essay, because it's an instrument for Local Governments to specify their work towards sustainable development. I have interviewed civil servants in leading positions in the municipalities? work with environmental questions and sustainable development. In the choice of method for this thesis, I use the qualitative method and for the interviews I chose the ?semi structure way of interviewing?.This thesis shows that Local Governments? implementation of sustainable development and Agenda 21 differ between the municipalities.

AbstractSince the 2006 election the country of Sweden is governed by four Liberal and Conservative parties. Parties that by cooperating maintain power in office and forms a so called coalition. A coalition that not only can be seen at the national but also at the local level. According to pervious research coalitions that holds control of the seats in the government at the national level tends to increase the total expenditures compared to other types of government formations. Can a similar connection be seen at the local level? This the fundamental issue of this essay.

This study represents the different factors that may have an influence on the budgetproposal in the Local Government for the revision. The revision in the Local Government is an important part of councillors and public insight into the different activities. The budget for revision decides how much of the activities runned by the Local Government can be observed by the elected representative accountant. The Swedish political organization is subject for the investigation of this thesis, with regard to the realization of universal human rights. There is a discrepancy between the Swedish state's international undertakings in legally binding treaties and theactualization of human rights by local authorities. The local authorities are ruled by a complex function of both national and Local Government. Of interest here, is the effect that these, and other organizational aspects, between the national and the local, have for the realization of human rights in local authorities. Also, the discrepancy between the national and the local is attempted to be understood.

Tutor: Susan Marton. ?The relationship between national government and local municipality when a refugee centre shall be located.?The purpose of this essay is to examine the relationship between government and municipality with the help from the interdependens theory when a refugee centre is located. To be able to say something about the relationship between those two actors I have been using two municipalities as examples.

The work with Agenda 21 resulted in a larger focus on local participation and deliberation. The Swedish implementation of Agenda 21 is a result of these Local Governments´ political agendas and policies.The purpose with this paper is to examine the relationship between the citizen and the Local Government. It focuses on three theories of citizenship and how the view of "the environmental aware citizen?; in the Local Government?s municipalities policies differ and from which theory of citizenship do they come from.The analysis is of a valuing and comparing nature. The municipalities´ web pages have been the main source to generate an understanding of their view on the normative environmental work.

During the autumn of 2008 I obtained office experience by working at the Local Government of Örnsköldsvik. I started working on the district green plan of the green structure and that led to the work of this exam paper. The purpose of this exam paper has been to define some standpoints for the green structure of the Local Government district of Örnsköldsvik. I have used both a larger and a smaller scale to obtain a wide a perspective as possible of the green structure. The larger scale gives an overall view of the whole municipality while the smaller scale is found in the study of the two local areas Centrum and Domsjö. For the Local Government planning to be able to obtain an agreeable level of verdure to the residents it is necessary that the green structure is brought up on the agenda.

The purpose of this study is to analyse how the Local Governments have implanted the new public health policy, which Sweden adopted in April 2003. The new health policy stakes out a new direction for national public health policy. Instead of focusing on diseases the new public health policy focus in factors that determine health.Important factors to study are the role of central steering from the central government. The method used is a case study of three Swedish Local Governments. The main material used is interviews and different policy documents within the area of public health.The conclusion of the study shows that the Local Governments are fairly satisfied with the steering of public health policy by the central government.

The objective of this thesis was to investigate factors that influence Local Government implementation. The study is a comparative case study between two Local Governments in Sweden; Hässleholm and Landskrona. Primarily the thesis aimed to look at the conditions faced by those implementing a new government directive aimed at supporting women who face violence, and their children who bear witness, by focusing on three key aspects for successful implementation: Implementers level of understanding, knowledge and will to implement decisions. Material in the form of documents and 14 interviews with key actors in the two authorities constitute the empirical foundation of the analysis. According to the results, are the two Local Governments pretty equal in achieving their projectgoal but the Local Government of Hässleholm had better policy-making, policy-design and policy process.

Sweden was transformed to a democratic industrial society in the late 19th century. Political influence had been bound to the four estates, nobles, clergy, burghers and farmers. The reforms of the 1860s moved Sweden towards political democracy with universal suffrage. At the national level a two-chamber parliament was established in 1866. Political power should now be a function of economic status.

The Social Democratic Party and the Moderate Party are two parties with different ideological background. The parties have different opinions in issues of public and private matters. The Social Democratic Party profiles it self, through the local and national party programs, as a party for solidarity and security. The Moderate Party, on the other hand, profiles it self through their programmes as a party with a possibility for the individual to shape his or her own life. Through a survey on members in the Local Government, and two key persons at national level, the view of municipal self-government has appeared.

In today's society it has become increasingly important for organizations to take into account non-financial values. Sustainability reporting involves reporting the economic, social and environmental aspects of an organization's operations. The trend has been towards an all the more scrutinizing society with an increasing demand for transparency and translucency. A greater focus on environmental issues has also contributed to sustainability?s increasing importance as a topic.

In this thesis we investigate the level of deliberative democracy in the current implementation of the 24/7 Agency in the Local Government. We are interested in how the combination of the two seemingly opposing ideals of Demokratiutredningen and the 24/7 Agency is solved. Our analysis is based on interviews with civil servants from three kommuner in Skåne and a schematic overview of their websites. As a theoretical framework we use New Public Management Theory, Deliberative Democracy Theory, and Citizen Theory.We have found that the local 24/7 Agency is initiated and implemented by public servants. Their experiences and worldview is mirrored in both process and result.
